The CFPB Can Enhance the Effectiveness of Its Examiner Commissioning Program and On-the-Job Training Program

The CFPB's examiners supervise institutions under the agency's jurisdiction to assess compliance with federal consumer financial laws. We evaluated how effectively the CFPB manages its Examiner Commissioning Program and On-the-Job Training program.

The CFPB has taken steps to enhance the Examiner Commissioning Program since it began in 2014, but we found areas for further improvement:

  • Some examiners appeared to pursue commissioning before being fully prepared or lacked adequate training and development opportunities. 
  • A formal method to evaluate and update the program could identify potential opportunities for improvement.
  • The CFPB did not consistently communicate commissioning program requirements to prospective employees, and the policy was not clear about when examiners must become commissioned.

In addition, the CFPB can enhance its implementation of the On-the-Job Training program.

Our report contains recommendations to enhance the effectiveness of the CFPB's Examiner Commissioning Program and On-the-Job Training program.
