The Board's Law Enforcement Unit Can Clarify Its Authority and Document Processes for Its Physical Security Program

At Board properties, the Law Enforcement Unit provides a safe and secure environment for staff and visitors.

While the Board's physical security program is generally effective, its foundational elements can be strengthened. Concerns about Board spaces are challenging to resolve because clear lines of authority and standards for framing those conversations are absent. The Board also lacks a process for collecting and deactivating departing employees' access cards for leased spaces, which creates potential building access vulnerabilities.

We are making six recommendations to address these and other issues identified in our report.
