Board officials emphasize that decisionmakers must have access to the informed views of Federal Reserve Bank staff who examine large financial institutions. We received a request from these officials suggesting that we evaluate how decisionmakers get that information and whether examiners have adequate channels to share their views.
We identified five root causes of reticence on the part of Reserve Bank employees to share their views and several leadership and management best practices that appeared particularly effective in encouraging employees to share their views.
We also recommended a series of enhancements to help improve the flow of information to large bank supervision decisionmakers.
